The breakdown exposes weaknesses in Venezuela’s ability to monitor natural hazards that could threaten industrial sites, utilities and other physical assets. Moving Funvisis may improve accountability, but investors will need evidence that the change restores operational capacity rather than simply shifting administrative control.
